Dallas -- Billboards are popping up across Dallas, instructing people to "Pullem Up!" 

Some members of the Dallas City Council are doing what other cities are doing after concerns of indecent exposure.  Some other cities across the county have adopted bans on wearing pants below the hips.

Attorneys in the Dallas area said that the resolution might not be passed without a fight.  It may be hard to pass an ordinance that calls for a fine based on what a person wears.
