Proposal to Restrict Sex Offender from Living in City Limits

She's a mother and concerned citizens who is working towards restricting convicted sex offenders from living in the Victoria city limits. On Tuesday, she took her concerns to the Victoria City Council.     

She's a mother and a concerned citizen, and she's on a mission.

She wants convicted sex offenders restricted from living within Victoria city limits.

Her concerns first arose just about a week ago when she received a post card from the Texas Department of Public Safety warning her that a convicted sex offender moved into her neighborhood.

"This man did five years for raping a five year old girl, excuse me, indecency with a child." Concerned Mother, Teresa Keyser said.

As Keyser began researching more on the DPS Sex Offender Database, she found that 174 registered sex offenders live in Victoria County, with the mass majority of the sexual predators living right here in the city of Victoria.

She says she was blown away by the number of offenders in our town, many of them convicted of crimes against children. She adds it's a top priority to protect our most defenseless citizens, our children, even if it means getting into a battle over sex offenders civil liberties.

"I know they have rights too, but they can not be trusted, there's too high of repeat offenses, otherwise they wouldn't have them on here (DPS post card) listed as high offenders." Keyser said.

Her main goal as of now, is to get the message out there that Victorians do have a say so as to whether or not they want a sex offender as their neighbor.

"We are very fortunate that we do have a charter and we can pass city ordinances and we are very fortunate as voters we can pass this as a zoning restriction where there are none (sex offenders) in the city limits of Victoria." Keysler said. 

Tuesday's council meeting was the first time Keyser proposed the sex offender zoning. However, because it was not on the agenda, council members were unable to discuss the idea. However, council member David Hagan showed interest in Keyser's proposal and asked that it be officially put on an upcoming agenda so council can address the proposal.
